美国参议院银行委员会的共和党人和民主党人共同立法豁免所有低于50美元交易的税务。在此前，美国国税局规定，当用户出售虚拟货币的时候，用户必须确认售出所导致的资本收益或是损失，并在随后进行报税。这样的立法，显然，对在促进加密货币成为零售支付、订阅支付和日常生活微交易的使用上造成阻碍。美国早在2014年对加密货币发布征税指南，无论是任何人收到或自己挖矿得来的加密货币，都需要被计算在总收入之中，并缴纳税款。
各国对加密货币征税的问题？各国的立法者认为，加密货币不具有法定货币的功能，在某种程度上只有法定货币的某些功能而已。因此，在税务问题上，立法者究竟需要如何定义这些加密货币仍然众说纷纭。虽然政府对加密货币尚无明确定位，却不能放任加密货币在法律和政务的灰色地带内，这也就导致了各国对加密货币的税务支付态度不同。目前，政府面临的主要挑战之一是：数字资产绕过中介机构，还不能与传统投资具有相同的纳税申报义务，给税务机关造成了很大的盲点。
对什么征税？拥有和处置加密货币并不是数字资产领域中的唯一应税对象，采矿、质押等都会成为征税的对象之一。尽管全球对加密货币开采没有税收共识，但如果个人通过“挖矿”获得加密货币，或者通过促销或商品或服务的付款获得，那么政府将会对其征收所得税。但如果一个人保留了他们开采或因采矿而获得的加密货币的所有权，并且在所有者出售或使用它之前，价值有所增长，那么所有者也可能对利润的资本利得税负责。
对于质押（一种对区块链交易进行数字验证的过程）而言，这是另一种可能需要缴纳所得税的活动。虽然美国税务机关尚未在这方面发布具体指导，但英国的政府机关明确表示，任何来自质押的利润都需缴纳所得税。
对于NFT而言，征税的难点往往在其的难以定义上。NFT究竟是一种商品、证券还是属于资产，再者，艺术类的NFT往往会涉及到品牌和商标的知识产权问题，在销售和发行的过程当中，会面临许多问题，从间接税的角度而言，利用加密货币换取NFT的行为也可能属于“易货交易”的一种。
整体而言，各国对加密货币的管制态度大不相同，以加密货币产业发达的韩国和美国为例，两国对加密货币的宏观征税态度也不一样：
1. 美国
2014年，美国国税局发布加密货币税务指南（如何处理虚拟货币交易、支付、挖矿等），规定任何交易和挖矿都得纳税，但是赠予与购买并不需要。此后，美国国税局陆陆续续地对美国加密货币的合规行动和应缴税款的数额进行定义，并在今年提出《虚拟货币税收公平法案》，让小额教秘交易收益豁免纳税责任。
2. 韩国
作为亚洲的“加密货币基地”，韩国政府对加密货币的态度更加严厉并倾向于加强管制，相较于美国的由窄至宽的立法过程，韩国的管制态度则相反。2020年，韩国通过《关于特定金融交易信息的报告与利用等法律（特别金融法）》，要求加密交易所必须拥有合法拍照且需实名登记。同年，韩国政府推出包括对加密货币的征税方案，在2021年10月1日以后交易的虚拟资产，政府将按照20%+2%地税的征税率征税。
