7月11日，中国上海发布了《上海市培育“元宇宙”新赛道行动方案（2022–2025年）》，预计在2025年让元宇宙的产业规模达到3500亿、并且带动全市软件和信息服务业以及电子信息制造业规模超越15000亿元和5500亿元。力争打造10家具有国际竞争力的头部企业、100家“专精特新”企业，推出50+示范场景、100+标杆性产品和服务。
根据该方案，建设元宇宙新赛道的原则为将坚持虚实结合、以虚强实价值导向，推动元宇宙更好赋能经济、生活、治理数字化转型。主要任务包括：
1. 建设产业高地
针对关键技术、基础设施、交互终端和数字工具进行不同方面的增强。加快对抗生成网络、超大规模预训练模型等技术在图形引擎、动态建模、数字孪生等领域的融合应用。同时，将目光放在五感提升和脑机接口等领域，突破人机交互瓶颈、并且突破近眼显示技术的柔性、类肤等新材料。
2. 数字业态升级
围绕着虚实交互，上海将围绕着商业、教育、文旅和娱乐四个方面进行全面孵化培养。将会加快推动数字会展、虚拟演艺赛事发展、虚拟课堂和元游戏、元社交等落实。
3. 模式融合赋能行动
通过虚实融合对推动元宇宙与智能制造、医疗健康、协同办公和数字城市进行建设。通过元宇宙，上海立志于建设能够进行建模仿真、沙盘推演的高精度虚拟映射空间，并且实现产品仿真设计。数字沙盘的概念也将用于数字城市上，强化城市的风险应急管理能力。在医疗方面，更是鼓励“元诊疗”，建设医疗的三维辅助诊疗平台，囊括心里诊疗与远程康复应用。
4. 创新生态培育行动
创作者将加强对IP的培育和保护，并且深化上海数据交易所的建设，建立数据要素的价值体系和发现机制。同时，完善行业规范，对数字身份、数字资产等问题进行深化研究。
整体而言，上海将重点发力全息显示、未来网络、VR/AR/MR终端、3D图像引擎等，提升产业供给力。并且支持元宇宙+工厂、医疗、文娱、办公等场景打造，试点上海数交所开设数字资产交易板块，推动数字创意产业规范发展。
